The Development Cooperation of the Luxembourg government is the lead funder of the Technical Assistance Programme (“TAP”) formalised in the Programme MAE/013 “Assistance technique au Forestry and Climate Change Fund (FCCF) du Luxembourg Microfinance and Development Fund”.
The Technical Assistance Programme (TAP) is in place to facilitate the identification and emergence of strong and sustainable local structures managing secondary and degraded forests in a responsible manner.
The objectives can be summarised as thus:
1. Identification and screening of potential projects.
2. Detailed feasibility including development and refinement of forestry concepts and business cases.
3. Capacity building for local entities with gaps to become “investment ready”.
4. Documentation and dissemination of lessons learned for replication.
The Fund Manager, TAP Administrator and Investment Advisor form a project management committee which reviews potential projects and decides which projects undergo more detailed analysis in a pre-feasibility phase. Following successful pre-feasibility, projects will be again presented to the project management committee to be eligible for a full feasibility analysis by the regional TAP implementing partner.
